In the ideal world, trust would be every man’s natural estate; and all things would be exactly as they seem. Private agendas would not exist; and obedience to the law would emanate from mutual respect, rather than from fear. Naturally, in such a world there would be no need for exposing the truth, the pinpointing of criminal tendencies, the early identification of malicious intent, or the locating of perpetrators of felonious acts. Unfortunately, such is not the case in this modern world, standing on the threshold of the 21st Century.

“Tnufa” first opened its doors in 1991. Its early success is due mainly to its ability to provide a variety of services for respective banking institutions. However, from its very beginning, the department rendered services also to assorted other entities in the business community. Thus, through the years, “Tnufa” has accumulated both knowledge and experience by providing services to hundreds of organizations from many different sectors of the Israeli economy.

Fields of Operation

“Tnufa” offers, by way of its operatives, a wide range of solutions, and at all levels of the governmental, public, institutional, business, and private sectors. These solutions are rendered by means of a wide range of activities, and with an operational ability that is one of the best in Israel.

InspectionIntegrity Investigations and Depreciation Reduction – In this field, we investigate an organization’s employees and functionaries. These investigations are intended to expose fraud, embezzlement, theft, and criminal activity within the organization. Also investigated is the possible transfer of company information to its competitors, the destruction of its equipment, the falsifying of its reports, the non-compliance with its protocols, and any other activity that may undermine a client organization’s policy and the operational norms that it wishes to maintain.

Commercial Financial Investigations – In this field, we oversee financial and commercial investigations, both covert and/or overt, regarding limited liability companies, partnerships, commercial enterprises, non-profit organizations, private individuals, and others. These investigations respond to a range of needs, and include investigations for the granting of credit, acquisition and mergers, estimating equity, market strategy building, competitor planning, ability to meet obligations, and any other need that requires the making of a financial and commercial decision.

Insurance/Liability Investigations – These investigations are intended to uncover non-compliance with the conditions that are laid down in an insurance policy, attempts at obtaining extravagant compensation, and conspiracy by the insured to defraud the company.

Patent and Copyright/Anti – Piracy and Parallel Market Investigations – In this field, we carry out investigations to uncover those who would take advantage of other peoples’ property; and their attempts at earning illicit benefits from work that was dependant upon the investment of large amounts of time and money by the client organization in creating its trademarked material. These investigations are intended to uproot this practice of counterfeiting, manufacturing, and distributing illegal products, by way of tracking down the various links of those who would perpetrate these practices.

Work Relations Investigations – In this field, we carry out investigations intended to gather evidence regarding former employees, who make use of certain knowledge and skills that they acquired during their period of employment by the client organization, and would then place these at the services of the client’s rivals. We also carry out investigations of workers (and the heads of labor committees), aimed at uncovering the various stratagems and fraudulent practices perpetrated on their part, with the intention of gaining for themselves, under the cover of their being the representatives of the employees in general, of certain economic benefits.

“Rent Protection”/Communal Housing Investigations – The value of the properties leased under the terms of the “Rent Protection Act” (“Key Money”) is very low in relation to its probable immediate realization. In this field, we carry out investigations intended to aid the property owner client, and to present him with evidence to strengthen his hand when negotiating with the leaseholder, and later on when taking legal action against him.

BackgroundCredibility Investigations – In this field, we carry out backgroundcredibility checks regarding potential candidates for employment by client organizations. These investigations relates to a candidate’s past, his character as it pertains to his trustworthiness, and his loyalty to the organization; and his receptivity to the idea of theft, or payoffs, the use of narcotics, and gambling.

Computer Forensic Investigations – In this field, “Tnufa” carries out investigations regarding suspicions or improper usage of a client’s computerized information and teleprocessing systems. One of our investigative teams, comprising of both computer and communication experts, and experienced detectives will track down the clues left in these systems; and will find those suspected of perpetrating the illegal entry, and will secure evidence that will aid both in identifying them, and their intentions, and those who sent them.

Investigation to Uncover Illicit Eavesdropping: Both in Communications and at Large – In the framework of this field, we operate a seasoned team of technicians, who are experts at sweeping, locating, and uncovering listening devices; whether they be within the various nooks and crannies of the client organization’s space, or whether they be in the lines of communication that are channeled into the organization from the without, or whether they be within an organization’s own internal lines of communication.

Operational Ability

Operations Department – “Tnufa’s” team of investigators operate in accordance to years of experience, garnered over decades of seasoned investigations; each operative according to his own field of expertise – and in concurrence with the above listed fields. This accumulated experience is a primary resource for both us, and our clients. When it’s time for us to respond to a problem brought before us, the team gathers round, studies the situation, and decides which type of equipment will be needed; all the while concentrating on finding the means for providing the client with the most effective, quickest, and cost efficient solution possible. These investigations are carried out, by combining the Operations Department’s investigators into various different teams:

The Surveillance Teams – Our surveillance teams, through the means technical equipment, carry out activities intended to track down and document the whereabouts and footsteps of those under investigation. These activities are carried out by investigators who are proficient in the art of tailing, and who have received their training either while working in government agencies, or by “Tnufa” itself.

The Technical team – The technical team’s function is to discover and uncover various electronic eavesdropping activities, to install a covert and/or overt close-circuit surveilance systems, and to render technical aid to the surveilance team. The team is comprised of experts with a broad knowledge in the fields of elctronics and communications.

The Intelligence Team – The intelligence team functions in the field of information gathering, whether it be intelligence concerning a business’s competition, information about felonious activities, information about the workplace, and others. The means by which this intelligence is gathered are many and varied. Whether it be by means of operating “initiative oriented agents”, or “resource oriented agents”, in-house collaborators; or whether by means of collecting information prepared by experts in the field. Whichever means is used, the data received from the many and varied sources makes possible for a broader perspective, and grants the decision maker a greater base on which to rely when the time for decision making is at hand.

The Inquest team – The inquest team functions by carrying out the up-front questioning of witnesses and suspects. These investigations are carried out in part within the company’s own facilities; and then generally as a final stage, by investigating the event itself. The evidence and admissions gathered from these questionings form the basis, along with evidence gathered from elsewhere, for rendering charges against the suspects.

Undercover and Espionage Team – The undercover and espionage team functions by carrying out undercover background checks of those under investigation. The facts gathered as a result of these operations are raw and crude. It’s probable that they will either be passed along to the client in the framework of his request, or that they will be further worked into evidence by the other teams as part of a general file.

The Information Diagnostic Laboratory – The information diagnostic laboratory functions in carrying out diagnostics for the purpose of either confirming or refuting evidence, documents, and testimony. This is done by means of specialist in the fields of Psychology, Graphology, and the Polygraph. There are also programs for checking credibility, skills, and personal ability, writing style verification, and others.

The Quality of Service

The Investigations Department – The investigation coordinators function from within the framework of “Tnufa’s” investigation department. There mission is to oversee the various investigations, each coordinator in accordance with his own field of expertise. The coordinator’s mission is to represent the client’s interest from within “Tnufa”, while at the same time helping him to realize the path the investigation should take, while keeping the client timely updated as to the investigation’s progress, and to activate the various professional teams in the Operations Department with the purpose of achieving the investigation’s goals, as these were previously defined by the client.

The Limits of Operation – “Tnufa’s” geographical limits are worldwide. Its diverse connections with counterpart companies around the globe, insure that its client’s needs will be met anywhere in the world. At the national level, “Tnufa’s” limits of operations include all the myriad sectors of the Israeli population, scattered throughout the length and breadth of the country; and in addition, also the Palestinian Authority.

The Geographical Distribution – “Tnufa’s” main office is located in Givataim, with branch offices in Haifa and the north, Jerusalem, Beer-Sheba and the south. This distribution enables the company to render quick, efficient, and high quality services at a short notice; and that this finds expression in its tight and close connections with its clients, who themselves are scattered throughout the country.
